I think you should put your attention in other thing first before take the decision in make Brezok CM. In time you can know what things can be more suitable for him in the story.
About the others.
I'll think Shredder, Juri, Envy, The Joker, Janga, Xigbar and Cervantes can stay inside or barely as CM.
